A reference on the legal status of modafinil across major jurisdictions, the practical implications for buyers, and razumna’s customs policy.

The general framework

Modafinil is a prescription drug in most countries. The control schedule varies. In the U.S., the U.K., Australia, Canada, and the EU member states, it requires a prescription from a licensed physician. Many of these countries permit personal-import quantities for personal use without a prescription, treated as a customs question rather than a criminal one.

This is the legal asymmetry that makes international generic supply viable. The substance is regulated; the personal use is not criminalized.

United States

Schedule IV controlled substance. Prescription required for domestic dispensing. The FDA permits personal-import quantities (typically a 90-day supply) for individual use under its personal-import policy, applied at customs discretion. Possession of personal-import quantities is not federally prosecuted in normal practice.

United Kingdom

Prescription-only medicine (POM). Not scheduled under the Misuse of Drugs Act. Personal-import quantities for personal use are permitted under Home Office personal-import allowances. Royal Mail customs holds for modafinil parcels are rare in razumna’s shipping history.

Canada and Australia

Canada, Schedule F prescription drug. Personal-import allowances apply for individual use. Customs may hold larger parcels; smaller pack sizes (90 tablets and under) are typically released without issue. Razumna automatically splits Canada orders over 90 tablets into separate shipments to fit local personal-import limits.

Australia, Schedule 4 prescription medicine. Personal-import allowed under TGA personal-import scheme up to a three-month supply for personal use. Razumna splits Australian orders the same way.

European Union

Prescription-only across member states. Customs handling varies. Western European customs (Germany, France, Spain, Italy, Netherlands) typically release personal-import quantities. Central and Eastern European customs (Poland, Hungary, Romania) hold parcels more frequently, occasionally requiring documentation.

Countries razumna does not ship to

Razumna does not ship to Japan, Russia, China, Saudi Arabia, Brazil, South Korea, Iraq, Israel, Pakistan, Syria, or Sudan. These countries either explicitly criminalize personal import of modafinil or impose customs handling that makes successful delivery improbable.

What happens if customs holds your order

Razumna’s customs policy: if a parcel is held by customs for more than 14 calendar days, the buyer can choose between a free reshipment and a full refund. If a parcel never arrives after 30 days, the same option applies. The buyer is not asked to pay for vendor-side or customs-side outcomes. The policy is real, not marketing copy; the cost of operating it is built into razumna’s pricing.

The buyer’s responsibility

The buyer is responsible for understanding the law in their own jurisdiction at the time of purchase. Personal-import policies change. Razumna’s terms put this responsibility on the buyer for the same reason every international online retailer does, the vendor has no way to track every regulatory change across every jurisdiction in real time.
